村规民约实施中村民参与的逻辑嬗变——基于A市F村的实证案例

摘　　要：村规民约的普及推广,是自上而下的国家意图下沉与自下而上的主体对接形成的治理耦合。村民参与作为村域公共生活的重要组成部分,不仅在形式上和实质上赋予了村民自我表达的机会,确保村民获得影响其自身生产生活质量的权利,更是保障了国家治理植入基层的合法性基础。在村规民约实施过程中,村民参与的成效受权威要素与动力要素的影响,立足“组织内嵌”和“自主动员”两个维度的强弱,可区分为弥散性参与、控制性参与、从属性参与和合作性参与等差异性类型,并借以识别村民参与从单向到互动、从利益到权利、从象征到实质、从被动到惯习的逻辑嬗变。The popularization of village rules and regulations is the governance coupling formed by the sinking of the national intention from top to bottom and the docking of the main body from bottom to top.As an important part of public life in the village,villagers'participation not only gives villagers the opportunity of self-expression in form and substance,ensures that members have the right to affect their own production and life quality,but also maintains the legitimacy foundation of embedding national governance into the grass-roots level.The effectiveness of villagers'participation in the implementation of village rules and regulations is affected by authoritative and dynamic factors.Based on the strength of the two dimensions of"organization embedded"and"independent mobilization",we can distinguish the differential types of diffuse participation,controlled participation,subordinate participation and cooperative participation,and can also identify the evolution logic of the form of villagers'participation f rom si ngle t o i nt e r a ct ion,f rom i nt e re st t o r ig ht,f rom sy mbol t o e sse nce a nd f rom pa ssiv it y t o habituation.
