摘　　要：对有关脱贫攻坚的地方性法规进行清理是实现脱贫攻坚与乡村振兴在法治层面有机衔接的必然要求。实施地方性法规清理能够及时回应社会现实的需求、增强有关地方性法规的实施效果、完善地方性法规体系并为下一阶段的立法工作奠定坚实基础。在乡村振兴阶段,地方性法规的清理工作应当明确专项清理的工作性质、增强清理工作的民主性、注重实现脱贫攻坚与乡村振兴的过渡。在具体的实践路径上,应建立相应的专门工作机制、广泛听取民众意见、注重同其他制度的协调配合。唯有此,才能保证乡村振兴阶段的地方性法规清理工作达到预期效果。Clearing local regulations related to poverty alleviation is an inevitable requirement for achieving the organic integration of poverty alleviation and rural revitalization at the legal level.Imple-menting the clearing of local regulations can timely respond to the demands of social reality,en-hance the implementation effectiveness of relevant local regulations,improve the local regulatory system,and lay a solid foundation for legislative work in the next stage.During the rural revitali-zation stage,the clearing of local regulations should clarify the nature of specialized clearing work,enhance the democratic nature of the clearing work,and focus on achieving a smooth transition between poverty alleviation and rural revitalization.In the specific practical path,corresponding specialized work mechanisms should be established,extensive public opinions should be solicited,and attention should be paid to coordinating with other systems.Only in this way can the clearing of local regulations during the rural revitalization stage achieve the expected results.
