摘 要:我国公共建筑运行阶段能耗约占建筑运行阶段总能耗的三分之一,伴随经济社会发展公共建筑运行阶段能源消耗和碳排放仍将持续增加,有效降低公共建筑能耗并减少碳排放是实现城乡建筑领域碳达峰目标的重要任务。建筑能耗限额是抑制公共建筑能耗快速增长的有效措施,本文系统梳理了我国实施公共建筑能耗限额的进展与成效,分析了存在问题,提出了我国推进公共建筑能耗限额管理的相关建议。The energy consumption during the operation phase of public buildings in China accounts for about one-third of the total building energy consumption during the operation phase.With the development of the economy and society,the energy consumption and carbon emissions of public buildings will continue to increase.Therefore,effectively reducing the energy consumption and carbon emissions of public buildings is an important task to achieve the carbon peaking goal in the construction sector.Building energy consumption quota is an effective measure to curb the rapid growth of public building energy consumption.This article systematically reviews the progress and effects of implementing energy consumption quotas for public buildings in China,analyzes the existing problems,and puts forward relevant suggestions for promoting the management of energy consumption quotas for public buildings in China.
