摘　　要：为充分发挥新街能源公司台格庙矿区“一个开发主体、整装型配置”的优势,以高度集中的智能矿井群为依托,结合新发展阶段低碳、绿色和智能化的需求,设计群矿集约“1337”管理模式及群矿集约管理创新十大体系,包含覆盖煤矿全生命周期的煤矿安全风险预控管理;参照行业一流企业提升竞争力的对标管理;关注客户需求、消除浪费的全面成本精细化管理;整合业务流程与财务流程的业财融合管理;提升效率的企业标准体系;构建节能环保的矿井生产系统的绿色低碳管理;建立灵活、敏捷横向组织的组织结构创新;结合外包与价值链管理的专业化管理;优化机制和资源配置的内部市场化管理以及全面规划;协调人力资源的人力资源管理。构建与台格庙矿区开发模式及特点相匹配的企业文化,明确企业的价值导向,并形成可复制、可推广的经验,引领煤炭工业高质量发展。To fully leverage the advantages of Xinjie Energy Company's Taigemiao mining area with its"single development entity,integrated configuration"approach,and relying on a highly concentrated intelligent mines group,the 1337 intensive management mode and ten innovative management systems for multiple mines are designed by combining with the demand for low-carbon,green,and intelligent development in the new stage of development.These systems include coal mine safety risks pre control management covering the entire lifecycle of coal mines,benchmarking management for enhancing competitiveness by referencing to industry-leading companies,comprehensive cost refinement management focused on customer needs and waste elimination,integrated business and financial process management,enterprise standard systems for improving efficiency,green and low-carbon management for building energy-saving and environmentally friendly mining production systems,organizational structure innovation for establishing flexible and agile horizontal organizations,specialized management integrating outsourcing and value chain management,internal market-oriented management for optimizing mechanisms and resource allocation,and human resource management of comprehensive planning and coordination of human resources.Building a corporate culture matching the development model and characteristics of the Taigemiao mining area,clarifying the company's value orientation,and forming replicable and promotable experiences to lead the high-quality development of the coal industry.
