工业园区与企业在清洁生产审核方式上的比较研究

摘　　要：将工业园区做为审核对象,是清洁生产审核工作发展到一定时期,为进一步提升审核效率,扩大审核影响面的必然选择。目前,工业园区的审核处于示范试点阶段,尚未建立起规范标准的审核体系,为此开展审核程序研制将是下一步工作的重点。依据已完成的工业园区审核示范试点项目所取得的经验成果,将工业园区与企业就审核过程中的要点进行比较,包括现状调研与考察、评价审核潜力、确定审核重点、设置审核目标、物料平衡测试、审核结论等内容,以期在现有企业审核体系框架基础上,逐步形成并完善工业园区的审核体系,为指导后续的工业园区清洁生产审核工作提供科学的参考与借鉴。Taking industrial parks as audit objects is an inevitable choice for cleaner production audit work to develop to a certain period of time,in order to further improve audit efficiency and expand the impact of audit.At present,the audit of industrial parks is in the demonstration pilot stage,and the audit system of standardized standards has not yet been established,so the development of audit procedures will be the focus of the next step.Based on the experience and results of the completed industrial park audit demonstration pilot project,this paper compared the key points in the audit process between the industrial park and the enterprise,including the current situation survey and investigation,evaluation of the audit potential,determination of audit focus,setting of audit objectives,material balance test,audit conclusion,etc.,in order to gradually form and improve the audit system of industrial parks on the basis of the existing enterprise audit system framework,so as to provide scientific reference and reference for guiding the subsequent cleaner production audit work of industrial parks.
