摘　　要：推进城乡融合发展是现代化进程的必然要求。江苏省在探索城乡融合发展实践中发现,苏南地区存在农村土地集约化经营规模小、违规占用土地现象突出等问题;苏北地区存在城乡发展差距较大、部分农村出现“过疏化”现象、土地被动流转等问题。江苏省要通过创建优化资源市场化配置的新机制,率先推出农村承包土地流转制度,大力发展农业生产,加快农村居民集中定居点建设,加大招商引资力度,引进创业人才,从而推动城乡融合快速发展。Promoting the integrated development of urban and rural areas is an inevitable requirement of modernization.In exploring the practice of urban-rural integrated development,it has been found that the land intensive operation is small in scale and poor in stability,illegal land occupation is prominent,the gap between urban and rural areas is large,and land transfer is scattered in the south of Jiangsu.Also,in the northern part of Jiangsu Province,there are problems such as a wide gap between urban and rural development,the phenomenon of"overdistancing"in some rural areas,and the passive transfer of land.It is suggested than Jiangsu should take the lead in launching the rural contracted land transfer system by creating a new mechanism to optimize the market-oriented allocation of resources,vigorously developing agricultural production,accelerating the construction of concentrated settlements for rural residents,attracting investment,and introducing entrepreneurial talents to promote the rapid development of urban and rural integration.
