摘　　要：花园口决口后,日伪操纵媒体对国民政府发动舆论攻势,吹嘘日军实力、回应国际关注、抨击国民政府劣迹,为日本侵华战争舆论造势.鉴于新黄河对日占区的重要性,日本陆军参谋本部与满铁成立联合研究会,拟定应对的方针和对策,日本兴亚院动员和组织众多技术专家参与新黄河研究.日伪配合汴新铁路构筑,着重修固黄泛东堤,屏障洪水.日伪亦强化救灾宣传,本质是为笼络民心,满足对沦陷区的治安维持.上述过程反映了日伪对黄泛区灾害的利用,与日本侵华政策的演变过程相辅相成,具有较强的欺骗性.After the Yellow River busted the banks in Huayuankou,the Japanese Puppet regime manipulated the media to launch a public opinions war against the Nationalist Government,aiming to boast the strength of the Japanese army,respond to the international concern and criticize the Nationalist Government's notorious record in order to create positive public opinion for the Japanese War of Aggression against China.In view of the importance of the newly formed Yellow River to the Japanese-occupied areas,the General Staff Headquarters of the Japanese army and South Manchuria Railways Company set up a joint research institute to formulate policies and countermeasures.The East Asia Development Board mobilized and organized many technical experts to participate in the study of the New Yellow River.In coordination with the construction of the Railway from Xinxiang to Kaifeng,the Japanese puppet regime focused on repairing the eastern dam of the Yellow River flooded areas to block floods,and also strengthened the propaganda of the disaster relief,in order to win over people s support and meet the need of the security in the occupied areas.It reflects that the Japanese Puppet Regime's use of the disaster in the Yellow River flooded areas to complement the Japanese policy of aggression against China,which was quite deceptive.
