摘 要:针对重大工程创新特征,运用创新扩散等相关理论,提出创新溢出的势能-释放-圈层效应,重大工程的创新等级识别、涌现与递进溢出理论模式,采用系统分析方法构建放大重大工程创新溢出效应的时间-空间-界面三维度理论模型。在此基础上,以重大铁路工程为例,剖析技术供给与吸纳的对称耦合路径、创新链产业链融合放大路径、全要素平台集成创新流动路径和全方位生态圈创新溢出路径等,提出促进重大基础设施工程创新溢出效应有效放大的政策建议。Based on the characteristics of major engineering innovation,innovation diffusion theories are applied to propose the potential energy-release-circle effect of innovation spillover,and the theoretical model of innovation level identifica-tion,emergence,and progressive spillover of major engineering.A three-dimensional theoretical model of time-space-in-terface is constructed using system analysis methods to amplify the spillover effect of major engineering innovation.On this basis,taking the major project of the Major Railway as an example,this paper analyzes the symmetrical coupling path of tech-nology supply and absorption,the integration and amplification path of the innovation chain and industry chain,the flow path of integrated innovation on all factor platforms,and the spillover path of ecosystem innovation,and proposes policy recom-mendations to promote the effective amplification of innovation spillover effects in major infrastructure projects.
