新时代推进两岸协商谈判的路径思考

摘　　要：党的十八大以来,习近平总书记多次提出与台湾地区各界开展广泛深入协商,推进政治谈判,推动两岸关系和平发展,推进祖国和平统一进程。两岸协商谈判的政治基础是坚持“九二共识”、反对“台独”、共谋统一。新时代推进两岸协商谈判的思路主要有:促使更多台湾同胞成为认同和支持两岸协商谈判的坚实力量;沿着“民主协商-政治谈判的程序性商谈-政治对话与协商-政治谈判”的路径逐步推进;增强军事实力为推动两岸政治谈判提供坚强后盾和坚实保障;提前做好应对台湾地区方面关切的敏感问题的预案;有步骤、分阶段、分层次地开展协商谈判;采取灵活多样的协商谈判方式;坚持“化整为零、积零为整”的协商思路;择机推进两岸政治谈判的程序性商谈;适时升级“九二共识”为两岸政治谈判预作基础准备;以“聚同化异”取代“求同存异”作为两岸协商谈判的新指针。Since the 18th National Congress of the Communist Party of China,Xi Jinping has consistently called for extensive and in-depth dialogues with various sectors in Taiwan region on issues of cross-Straits relations and national reunification.President Xi Jinping's proposals aim to foster political negotiations,promote the peaceful development of cross-Straits relations,and ultimately advance the process of China's reunification.The political basis of cross-Straits dialogues and negotiations is to uphold the"1992 Consensus",oppose"Taiwan region independence",and pursue national reunification in cooperation.The key strategies for advancing cross-Straits dialogues in the new era include:fostering greater support for cross-Straits dialogues and negotiations among Taiwan region compatriots;gradually moving towards a path of"democratic consultations-procedural negotiations-political dialogue-political negotiations";strengthening military capabilities to provide robust support and guarantees for advancing cross-Straits political negotiations;proactively planning for sensitive issues that concern Taiwan region;conducting dialogues and negotiations in a step-by-step manner;adopting flexible and diverse methods for dialogue and negotiations;adhering to the principle of"breaking the whole into parts,and accumulating parts into wholes",promoting the procedural negotiations for political talks across the Taiwan region Straits in due course,upgrading the"1992 Consensus"as a basis for preparing for political negotiations across the Taiwan region Straits,and adopting the new principle of"seeking common ground and resolving differences"instead of"seeking common ground while shelving differences".
