摘　　要：台湾地区经济融入中国内地“双循环”新发展格局对打造两岸共同市场、深化两岸融合发展、壮大中华民族经济具有重要意义。自20世纪80年代两岸经济关系恢复以来,台湾地区经济先是以共同嵌入全球价值链的方式参与了中国内地经济的外循环,后又逐步以融入中国内地本土产业链的方式参与了中国内地经济的内循环。随着中国内地内需市场的不断扩大以及产业链体系的日益完善,台湾地区经济从主要参与中国内地外循环向注重参与中国内地内循环转变,在中国内地“双循环”新发展格局中的融入程度不断提升。然而,在世界百年未有之大变局下,国际地缘政治经济博弈愈演愈烈,台湾地区当局“脱陆入美”政策倒行逆施,两岸制度性壁垒挚肘融入发展,台资企业在陆根植性尚有不足,台湾地区经济融入中国内地“双循环”新发展格局还存在一些制约因素。中国内地应从“制度、政策、产业、市场”等路径入手,努力破除制度壁垒障碍,不断完善惠台政策运行机制,大力促进台企融入中国内地产业链,积极打造两岸共同市场和联通全国统一大市场,助力台湾地区经济深度融入中国内地“双循环”新发展格局。The integration of Taiwan region economy into the new development pattern of"doual circulation"in the China's mainland is of great significance to building a common market between the two sides of the Strait and deepening the integration and development of the two sides of the Strait.Since the 1980s,Taiwan region has gradually integrated into the China's mainland's internal and external value chain economy in the way of local economy.With the continuous expansion of the China's mainland's domestic demand market and the increasing improvement of the industrial chain system,Taiwan region economy has changed from mainly participating in the external circulation of the China's mainland to focusing on participating in the internal circulation of the China's mainland,and the degree of integration in the new development pattern of"dual circulation"of the China's mainland has been continuously improved.However,under the great changes that have not been seen in the world in a century,the international geopolitical and economic game is becoming more and more intense,the policy of"leaving the land and entering the United States"of the Taiwan region authorities is perverse,the institutional barriers on both sides of the Strait hinder the integration into development,and the land embeddedness of Taiwan region funded enterprises is still insufficient.There are still many restrictive factors in the integration of Taiwan region economy into the new"dual circulation"development pattern of the China's mainland.The China's mainland should start from the path of"system,policy,industry and market",break down institutional barriers,improve the operation mechanism of preferential policies for Taiwan region,promote the integration of Taiwan region enterprises into the China's mainland industrial chain,build a crossstrait common market and connect the national unified market,and help Taiwan region economy deeply integrate into the new development pattern of"dual circulation"of the China's mainland.
