海南自贸港开放度提升与营商环境优化的动力与路径

摘　　要：海南自贸港开放度提升与营商环境优化所面临的现实困境主要是外部经济形势复杂、内部经济基础薄弱、高端人才匮乏、国际化交通运输设施不完善等。海南自贸港扩大对外开放水平的动力主要有党中央和国务院的政策支持、人民群众对美好生活的向往与追求、RCEP签署与实施、国家重大发展战略的叠加效应等。海南自贸港持续优化营商环境可从市场环境、人力资源、创新环境、金融服务、政务环境和法治环境等6个方面入手。海南应抓住RCEP签署实施的历史机遇,加强与粤港澳大湾区的联动发展,积极对接国际经贸规则,优化产业结构与空间布局,集聚高端创新人力资源,搭建“科技创新+金融开放”服务平台,提升海南自贸港的外联内通水平。The current challenges faced by Hainan Free Trade Port in terms of enhancing its openness and optimizing its business environment are mainly due to the complex external economic situation,weak internal economic foundation,lack of high-end talents,and imperfect international transportation facilities.The main impetus for Hainan Free Trade Port to expand its level of opening-up to the outside world includes policy support from the Central Committee of the Communist Party of China and the State Council,the people's yearning and pursuit for a better life,the signing and implementation of RCEP,and the duplicate effect of major national development strategies.The continuous optimization of the business environment in Hainan Free Trade Port can be approached from six aspects:market environment,human resources,innovation environment,financial services,government environment,and legal environment.Hainan should seize the historical opportunity of signing and implementing RCEP,strengthen the linkage development with Guangdong-Hong Kong-Macao GBA,take the initiative in connecting with the international economic and trade rules,optimize the industrial structure and spatial layout,gather high-end innovation and human resources elements,and set up the"science and technology innovation+financial openness"service plaform,and upgrading the external and internal transportation infrastructure of the Hainan Free Trade Port.
