山东建设齐鲁特色高教强省的发展基础、目标使命与核心指标的研究

摘　　要：高教强省建设是教育强省建设的龙头,是现代化强省建设的引领性、基础性工程。什么是高教强省,怎样建成高教强省是山东高教强省建设需要回答的时代问题。教育评价事关教育发展方向,有什么样的评价指标导向,就会有什么样的办学实践成效。系统分析山东高教强省建设的时代背景、面临的问题和挑战、目标任务和教育使命、评价指标设计的基本原则和国际国内经验,探索构建一套拥有齐鲁特色的高教强省评价指标体系具有重要的教育实践意义。The construction of a strong province in higher education is the leading and fundamental project in the construction of a strong province in education,as well as a leading and fundamental project in the construction of a modern province.What is a strong province in higher education?How to build a strong province with higher education is a question that needs to be answered by the times in the construction of a strong province with higher education in Shandong.Educational evaluation is related to the direction of educational development.The guidance of evaluation indicators will determine the effectiveness of educational practices.The systematic analysis of the historical background,problems and challenges faced,goals,tasks and educational missions,basic principles of evaluation index design,and international and domestic experiences in the construction of Shandong Province as a strong province in higher education has important educational practical significance in exploring the construction of an evaluation index system for a strong province in higher e ducation with Qilu characteristics.
