新时期乡村特色发展理论与实践初探——以京津冀乡镇为例

摘　　要：特色化发展是当前乡村地区由脱贫攻坚转向乡村振兴的重要要求,也是乡村持续高质量发展的动力来源。面向广域乡村地区发展的紧迫需求,梳理乡村发展脉络,更新具有现实价值的乡村特色发展理论尤为重要。本研究整理了自改革开放以来乡村发展的3个阶段,认为既往乡村特色发展体系遵循特色萌芽阶段、类型拓展阶段和培育强化阶段逐步深入,当前来到全面特色化的关键阶段。在此基础上,研究总结了新时期乡村特色发展的主体要求,在“精准化特色定位+统筹区域要素配置”上进行完善,提出乡村特色发展的概念与框架,以期为广域乡村空间优势挖潜和特色激活提供理论支撑。最后以京津冀乡镇为案例,根据特色发展理论框架展开实证研究,初步完成了从特色识别到特色培育的全流程研究,讨论了其中的方法创新和期待未来能解决的诸多科学问题。Characteristic development is an essential requirement for rural areas in the transition from poverty alleviation to rural revitalization.It also serves as a driving force for sustainable and high-quality rural development.Facing the pressing needs of vast rural regions,it is of utmost importance to reorganize the rural development trajectory and update theories of rural characteristic development with practical value.This study examines three stages of rural development since the reform and opening-up,arguing that the rural characteristic development system has gradually evolved through stages of characteristic germination,type expansion,and cultivation reinforcement,and is now entering a critical phase of comprehensive characteristic development.On this basis,the study summarizes the primary requirements for rural characteristic development in the new era,proposing a concept and framework for rural characteristic development that focuses on more precise characteristic positioning and comprehensive allocation of regional resources,aiming to provide theoretical support for tapping the potential of rural advantages and activating rural characteristics in vast rural areas.Finally,using the Beijing-Tianjin-Hebei region as a case study,an empirical analysis is conducted based on the theoretical framework of characteristic development,initially completing a comprehensive study from characteristic identification to cultivation.The study discusses methodological innovations and anticipates numerous scientific issues that could be addressed in the future.
