数据要素金融化趋向及其规制的政治经济学分析

摘　　要：数据作为一种新型生产要素已迅速融入社会再生产的各个环节,然而金融资本的介入使得数据要素在价值实现过程中呈现出明显的金融化趋势。基于资本、土地和劳动力等传统生产要素金融化及其表现逻辑,构建金融资本介入数据要素价值实现过程的理论分析框架,有助于更好地对数据要素金融化进行政治经济学分析和规制。研究表明,数据要素金融化逻辑与普通商品的金融化逻辑并没有根本的不同,实质上反映了数据要素在劳动价值创造过程中的新角色——它紧密迎合了数字经济时代劳动形态的演变与需求。这一过程中,数据要素凭借其对新劳动模式的高度适应性,吸引了巨额金融资本的汇聚,激发了其固有的潜在金融属性,以产业工人创造的剩余价值为利润来源,形成了一种以生息资本运动为形式的积累模式。针对数据要素金融化趋势对其价值实现可能造成的负面影响,主要资本主义国家的数字产业化政策意图回归数据要素的劳动价值属性,约束其金融属性的无序膨胀,控制数字经济和实体经济过度脱节,逐步推动数据要素的适度金融化和价值实现,但解决问题的关键在于变革私有制。Data,as a new type of production factor,has been rapidly integrated into various aspects of social reproduction.However,the intervention of financial capital has led to a clear trend of financialization of data elements in the process of value realization.Based on the financialization of traditional production factors such as capital,land,and labor,and their performance logic,constructing a theoretical analysis framework for the intervention of financial capital in the process of realizing the value of data factors is helpful for better political economic analysis and regulation of data factor financialization.Research has shown that the financialization logic of data elements is not fundamentally different from that of ordinary commodities,which essentially reflects the new role of data elements in the process of labor value creation—its close combination between the evolution and demand of labor form in the era of digital economy.In this process,the data elements,with their high adaptability to the new labor model,attracted the convergence of huge financial capital,stimulated their inherent potential financial attributes,and formed an accumulation model in the form of interest-bearing capital movement by using the surplus value created by industrial workers as the source of profit.In response to the potential negative impact of the trend towards financialization of data elements on their value realization,the digital industrialization policies of major capitalist countries have intention of returning to the labor value attribute of data elements,constraining the disorderly expansion of their financial attributes,controling the excessive disconnection between the digital economy and the real economy,and gradually promoting the moderate financialization and valuing realization of data elements.However,the key to solving the problem lies in transforming private ownership.
