高校知识产权信息服务体系的探索与实践——以北京邮电大学为例

摘　　要：文章聚焦高校知识产权信息服务体系建设,通过明确高校知识产权信息服务工作目标,提出高校知识产权信息服务高质量发展策略,即以服务体系建设目标为导向,加强知识产权信息基础服务内容规划、形成区域联盟、优化知识产权信息服务团队结构、夯实高校知识产权意识、统一高校知识产权职能机构等。并以北京邮电大学推进服务内容纵深发展、协同校内外多元主体、注重知识产权信息服务团队建设、提高知识产权意识与服务能力、构建三位一体服务格局的实践为例,探讨高校知识产权信息服务体系建设成效。The article focuses on the construction of intellectual property information service system in colleges and universities,and puts forward the strategy of high-quality development of intellectual property information service in colleges and universities by clarifying the work objectives of intellectual property information service in colleges and universities,i.e.,guided by the objectives of the construction of the service system,strengthening the planning of the content of intellectual property information basic service,forming regional alliance,optimizing the structure of intellectual property information service team,consolidating the awareness of intellectual property in colleges and universities and unifying the functional organizations,etc.Taking the service practice of Beijing University of Posts and Telecommunications(BUPT),which promotes the in-depth development of service content,collaborates with multiple subjects inside and outside the university,focuses on the construction of IP information service team,improves IP awareness and service capacity,and builds a trinity service pattern as an example,the article discusses the effectiveness of the construction of IP information service system in universities.
