摘 要:探究“双减”政策颁布后公共文化服务机构能否适应义务教育阶段学生需求转变,公共数字文化服务供给与义务教育阶段学生需求是否达到“适配”标准。结合公共数字文化服务可及性的相关研究,文章基于义务教育阶段学生视角提出可及性五维测度体系。以问卷调研的数据为基础,采用优序图法和CRITIC法组合赋权各级指标,计算出公共数字文化服务可及性的最终得分为3.661。通过对公共数字文化服务可及性各级得分与权重进一步分析解读,发现可知晓性与可适应性评分总体偏低、服务人员数量和素质不足的问题贯穿始终,提出宣传进校园、丰富志愿团队、减少技术性障碍、建立对话平台、加强人员培训的建议,为提升义务教育阶段学生公共数字文化服务可及性提供参考。This study explores whether public cultural service institutions can adapt to the changing needs of students in compulsory education following the implementation of the“Double Reduction”(ease the burden of excessive homework and off-campus tutoring for students undergoing compulsory education)policy and whether the supply of public digital cultural services meets the“adaptation”standards required by these students.Based on relevant research on the accessibility of public digital cultural services,this paper proposes a five-dimensional measurement system for accessibility from the perspective of students undergoing compulsory education.Utilizing the data from questionnaire surveys,the study applies the superiority chart method and the CRITIC method to assign weights to various indicators,calculating a final accessibility score of 3.661 for public digital cultural services.Further analysis and interpretation of the scores and weights reveal consistently low ratings for knowability and adaptability,alongside ongoing issues with insufficient quantity and quality of service personnel.The paper suggests promoting public digital cultural services in schools,enriching volunteer teams,reducing technical barriers,establishing dialogue platforms,and enhancing personnel training as measures to improve the accessibility of public digital cultural services for students undergoing compulsory education.
