市政工程的概预算编制质量提升及审查工作要点分析

摘　　要：为规范市政工程项目概预算工作,开展市政工程的概预算编制质量提升及审查工作要点的分析研究。本文阐述市政工程概预算编制的原则与流程,从提高编制人员的专业素质、强化编制管理制度、优化编制流程和方法和充分考虑市场价格波动和政策调整的影响这四个方面,提出对应的编制质量提升策略。在此基础上,从工程量、工程造价、取费标准入手,进行概预算审查工作要点的剖析。完成设计后,以瓮安县某棚户区改造项目配套路网工程为例对提出的措施进行实践应用检验,结果表明,提出的措施可以提高概预算方案的科学性与合理性,以此种方式,控制工程概预算编制方案送审后的变更。To standardize the budget estimation work of municipal engineering projects,the analysis and research on the key points of improving the quality of budget estimate preparation and review work for municipal engineering projects are conducted.This paper elaborates on the principles and processes of municipal engineering budget estimate preparation,and proposes corresponding strategies for improving the quality of preparation from four aspects:improving the professional quality of preparation personnel,strengthening the preparation management system,optimizing the preparation process and methods,and fully considering the impact of market price fluctuations and policy adjustments.On this basis,starting from the engineering quantity,engineering cost,and cost standards,this paper analyzes the key points of the budget estimate review work.After completing the design,the proposed measures will be tested through practical application using the supporting road network project of a shantytown renovation project in Weng’an County as an example.The results show that the proposed measures can improve the scientificity and rationality of the budget estimate proposal,and in this way,control the changes after the project budget estimate preparation plan is submitted for review.
