摘　　要：文章基于五大发展理念的,把握城市高质量发展内涵,构建包含投入、期望产出和非期望产出的城市高质量发展评价指标体系,运用超效率SBM模型测度2011—2021年我国211个地级市的高质量发展水平,分析其时空演化趋势,并采用Dagum基尼系数法和核密度估计法,研判城市总体、各地区和六大城市群高质量发展水平的非均衡分布特征。研究发现:城市高质量发展水平整体呈现“东西部高、中部低”的分布特征,空间集聚特征显著;西部地区多极分化态势明显,中部地区次之,东部地区整体协调度最高;研究期间城市高质量发展水平的区域间差异贡献均小于区域内差异贡献,且总体基尼系数和区域间差异贡献呈现下降趋势,表明城市高质量发展有从非均衡差异化状态向包容性增长转变的趋势。Based on the Five Development Concepts,this paper grasps the connotation of high-quality development and constructs a high-quality urban development evaluation index system including input,expected output and unexpected output,uses the super-efficiency SBM model to measure the high-quality development level of 211 prefecture-level cities in China from 2011 to 2021,and analyzes the spatial-temporal evolution trend.Then,both the Dagum Gini coefficient method and kernel density estimation method are used to study and judge the unbalanced distribution characteristics of the high-quality development level of the city as a whole,each region and the six major urban agglomerations.The results go as the following:The high-quality urban development level presents the distribution characteristics of“high in the east and west,low in the middle”,and the spatial agglomeration characteristics are significant.The multi-polar differentiation trend is obvious in the western region,followed by the central region,and the overall coordination degree is the highest in the eastern region.During the study period,the inter-regional difference contribution of high-quality urban development level is smaller than that of intra-regional difference contribution,and the overall Gini coefficient and inter-regional difference contribution show a downward trend,indicating that high-quality urban development has a trend of transition from unbalanced differentiation to inclusive growth.
