共同富裕目标下农村体育公共服务体系的构建路径--以浙江省景宁县漈头村为例  

Building Path of Rural Sports Public Service System with the Goal of Shared Prosperity:Taking Jitou Village,Jingning County in Zhejiang Province as an Example

摘　　要：运用文献资料法、田野调查法和逻辑分析法等研究方法对浙江省景宁县漈头村体育公共服务进行研究。结果显示:政府的体育公共服务供给动力不足,体育公共服务供给总量与质量不足,体育公共服务机制不完善,与国内绝大多数农村地区的体育公共服务发展现状相比具有高度同质性。漈头村具有独特的经济、人文、地理等特征,为构建政府为主导的多元主体参与的协同治理体育公共服务体系奠定了坚实的基础和提供了可操作性。在建设农村体育公共服务体系过程中,应制定短期目标和长期目标,发展体育产业,确立优先提供体育公共服务的重点人群;以“以人为本”、长效机制、协同治理为原则,最终实现体育公共服务的“共同富裕”目标。The research studied the sports public service in Jitou village,Jingning county in the province Zhejiang by means of literature,field investigation,and logic analysis methods.Research shows that the sports public service lacks a power supply from the government,there is an insufficient supply volume and quality of the sports public service,and there is an imperfection of the sports public service mechanism.It has a high degree of homogeneity compared with the development of sports public service in most rural areas in China.With its unique economic,cultural,and geographical characteristics,Jitou village has a solid foundation and operability to build a collaborative governance sports public service system,which is led by the government and multiple subjects.In the process of building the system of the rural sports public service,it should draw up short-term and long-term goals,develop the sports industry,and establish key groups and priorities for providing sports public services.Based on the principle of"people-oriented,"long-term mechanism,and collaborative governance,the goal of"shared prosperity"of sports public service will be realized.
