面向中美出口管制的竞争情报需求问题研究——基于动态竞争理论分析视角

摘　　要：[目的/意义]参考动态竞争理论分析方法和思路,解析中美出口管制动态竞争的情报属性和情报需求问题,为竞争情报学术研究领域和实际服务提供新的思考。[方法/过程]通过文献资料研究、专家访谈、问卷调查等相结合的方法,将动态竞争理论融入中美出口管制的竞争性行动中进行研究,分析美国对华出口管制以及我国应对美国出口管制的竞争情报属性。从中美出口管制演进历程、立法动态、管制机构以及管制手段4个方面归纳面向中美出口管制的竞争情报需求特点,提出中美出口管制产生的竞争情报用户群体以及不同用户群体的具体需求。[结果/结论]动态竞争理论视域下的中美出口管制是一系列相互交替的竞争性行动与回应,是典型的竞争情报行为,具有持续性、动态性、复杂性、全面性特征,将在政府、企业、科研及服务机构层面产生强烈的竞争情报需求。面向中美出口管制开展竞争情报需求问题研究,具有理论与实践双重价值。[Purpose/significance]Based on the theoretical analysis methods and ideas of dynamic competition,this paper analyzes the intelligence attributes and intelligence needs of the dynamic export control competition between China and the United States,and provides new thinking for the academic research field and practical services of competitive intelligence.[Method/process]By means of literature research,expert interview and questionnaire survey,this paper integrates the theory of dynamic competition into the competitive actions of China-US export control,and analyzes the competitive intelligence attributes of US export control to China and our country’s response to US export control.This paper summarizes the characteristics of competitive intelligence requirements for export control in China and the United States from four aspects:the evolution process of export control in China and the United States,legislative dynamics,regulatory agencies and regulatory means,and puts forward the user groups of competitive intelligence generated by export control in China and the United States and the specific needs of different user groups.[Result/conclusion]From the perspective of dynamic competition theory,China-US export control is a series of alternating competitive actions and responses,which is a typical competitive intelligence behavior with characteristics of continuity,dynamics,complexity and comprehensiveness,and will generate strong demands for competitive intelligence at the levels of government,enterprises,scientific research and service organizations.It is of both theoretical and practical value to study the demand of competitive intelligence for China and US export control.
