新质公安战斗力视角下“市县主战、派出所主防”警务改革研究

摘　　要：新质公安战斗力源于新质生产力。从新质生产力三个构成要件出发,在新质公安战斗力“1-2-3-4”理论框架的指导下,加快推进“市县主战、派出所主防”警务改革,既是贯彻落实全面深化改革的迫切需要,也是主动适应治安形势的现实需要,更是加快形成和提升新质公安战斗力的重要举措。面对思想认识不高、能力素质不强、整体合力不足等现实问题,应从战略高度充分认识形成和提升新质公安战斗力的深刻内涵;建强主战阵地,着力研究提升警种实战攻坚能力的路径;夯实打牢主防根基,筑牢派出所战斗堡垒;聚焦效果导向,优化制度机制,全面提升新质公安战斗力质态,全力打造新质公安战斗力增长极。The new quality combat capability of public security derived from new quality productivity has a“1-2-3-4”theoretical framework from three components in new quality productivity.It is the implementation of deepening reform comprehensively,the initiative adaption of security situation and the important steps of forming and improving the new quality combat capability of public security to speed up the policing reform of“city and country police securities on offence while police stations on defense”.Facing some practical problems such as low awareness of ideas,weak ability and insufficient overall resultant force,we should fully understand the deep connotation of forming and improving the new quality combat capability of public security on a strategic height,build our main battle positions to advance policing ability to attack strong points in actual combat,tamp down the defense foundation and police stations’battle fortress,focus effect orientation and optimize the system and mechanism,so as to overall promote the new quality combat capability of public security and forge its growth pole.
