摘 要:为了适应油气勘探开发市场竞争日益激烈态势和油公司体制机制改革创新实践的新形势,促进油气勘探开发提质增效行动计划目标达成和加快采购业务数字化转型,迫切要求加强建设项目采购管理创新。为此针对四川盆地致密气勘探开发建设项目工程和服务采购管理存在的采购管理效率和风险等问题,通过SWOT模型分析和借鉴先进的项目采购管理经验,提出了项目采购管理创新的路径。研究结果表明:①采购管理创新的思路有2点:坚持问题导向和标本兼治,实施一体化项目管理模式,做实做强甲方项目管理,持续健全完善业务支持和监督协同管理体系;积极推进数字新技术与招标投标融合发展,开展采购价格趋势预测,加强承包商和采购合同管理,强化采购项目风险管控。②采购管理创新策略有4项,即:建立采购风险防控机制,促进依法治企目标实现;提高采购业务数智化程度,促进高质量发展;多标段招标和集中集约招标,确保合规和效率;完善承包商管理体系,提高工程和服务质量等。③致密气开发项目采购管理创新实践中已取得好的成效。At present,oil and gas exploration and development are confronted with increasingly fierce market competition,and oil companies are actively in reforms and innovations on system and mechanisms.It is urgent to intensity management innovations on purchasing construction projects in order to improve the quality and efficiency,and impel the digital trans-formation in purchasing business.So,taken efficiency and risks in this purchasing into account,innovative routes were pro-posed for tight gas exploration and development construction projects in Sichuan Basin through SWOT model and some ad-vanced experiences.Results show that(i)there are two innovative ideas for purchasing management.The first,with prob-lem-oriented and considerations on both symptoms and root causes,we should establish an integrated project management mode,reinforce project management of Party A,and continuously improve the business support and supervision collabora-tive management.The second,we should actively advance the fusion and development of new digital technologies and bid-ding,predict purchasing price trend,strengthen contractor and contract management,and control risks;(ii)there are four innovative strategies,such as to make countermeasure against ricks and control mechanisms to boost the achievement of the goal of governing enterprises in accordance with laws,to improve the digitalization of purchasing business in high-qual-ity development,to invite bids in the multi-bid section form and the centralized and intensive form to ensure compliance and efficiency,and to improve the contractor management to further raise service quality;and(iii)after these management innovations,better effect has been achieved for tight gas development projects.
