摘 要:我国水资源空间分布不均衡,南多北少,供需矛盾突出,加快构建国家水网是解决南北水资源空间失衡的有效途径。新时代水土保持对调水工程的绿色建造提出了更高的要求。以在设计理念、技术体系、措施布局等方面极具典型代表性的新乡市“四县一区”南水北调配套工程东线项目为例,阐释其水土保持设计理念、措施布局,辨析水土保持措施落实情况及存在的不足,以期为调水工程的水土保持工作提供参考。Given China's imbalanced spatial distribution of water resources with surplus in the south and scarcity in the north,alongside prominent supply-demand contradiction,accelerating the national water network construction emerges as an effective solution.Higher requirements are posed on soil and water conservation for the green construction of water transfer projects in the new era.This study focuses on the east route project of Xinxiang City's"Four Counties and One District"initiative,a supporting project of the South-to-North Water Diversion,as a representative case study to elucidate its design concept,technical framework and implementation strategies.A critical analysis on the implementation of soil and water conservation measures,along with identified limitations,serves to inform future efforts of soil and water conservation in water diversion projects.
