摘　　要：为提出更完善的公共安全文化体系,以新冠疫情期间的公共安全为切入点,采用事故致因理论和安全文化核心理论对此类传染性疾病的公共安全进行分析,提出公共安全文化的建设内容;基于SMART原则,将社会安全文化结构运用于高校安全文化,构建高校公共安全文化评价体系。以中国石油大学(华东)为例,结合模糊综合评价法(FCE)和层次分析法(AHP),验证高校公共安全文化内容及评价体系的可行性。结果表明:基于内容有效度评估,构建的4个一级指标和20个二级指标的高校校园安全文化指标体系,能较为真实地反映高校安全文化的特征和评价范围;案例高校的安全物质文化是该校安全文化建设的重点方面,同时基于相应指标体系可明显看出安全文化的不足之处。研究成果可进一步丰富社会公共安全文化体系建设,有助于未来的疫情防控体系由被动防御转为主动预防。In order to propose a more perfect public safety culture system,taking public safety during the COVID-19 epidemic as the entry point,the public safety of such infectious diseases is analyzed by using the accident causation theory and the core theory of safety culture,and the construction content of public safety culture is proposed;based on the SMART principle,the structure of social safety culture is applied to the safety culture of colleges and universities,and the evaluation system of public safety culture in colleges and universities is constructed.Taking China University of Petroleum(East China)as an example,we combine the fuzzy comprehensive evaluation method and hierarchical analysis method to verify the feasibility of the content and evaluation system of public safety culture in colleges and universities.The results show that:based on the assessment of content validity,the index system of safety culture on college campuses constructed with 4 primary indicators and 20 secondary indicators can more realistically reflect the characteristics and evaluation scope of the safety culture in colleges and universities;the safety material culture of the case university is a key aspect of the construction of safety culture in the university,while the shortcomings of the safety culture can be clearly seen based on the corresponding index system.The research results can further enrich the construction of social public safety culture system,and help the future epidemic prevention and control system from passive defense to active prevention.
