出口信用保险助力厦门出口贸易保稳提质路径探析

摘　　要：作为第一批经济特区之一,厦门市具有较高的外贸依存度。近年来,严峻复杂的国际环境使得外贸企业面临的风险加剧。出口信用保险作为促进贸易和投资的重要政策性工具,始终助力厦门市外经贸发展。文章阐述了出口信用保险风险保障、融资促进、损失补偿、信息服务等四大功能作用。分析了出口信用保险对于厦门市出口贸易规模、服务支持企业数量、共建“一带一路”和新业态新模式的助力成果。针对研究中发现的一系列问题,进一步提出了国家加大对出口信用保险支持力度;借鉴发达国家经验,发展多样化出口信用保险体系;开展多样化宣传,扩大企业覆盖面;加强人才培养,提高风险管理水平等路径建议,以推动出口信用保险更好地支持厦门市出口贸易保稳提质。As one of the first special economic zones,Xiamen has a high dependency on foreign trade.In recent years,the severe and complex international environment has intensified the risks faced by foreign trade enterprises.Export credit insurance,as an important policy tool for promoting trade and investment,has consistently supported the development of Xiamen's foreign economic and trade sectors.The paper elucidates the four functions of export credit insurance:risk protection,financing facilitation,loss compensation and information services.It analyzes the impact of export credit insurance on the scale of Xiamen's export trade,the number of supported enterprises,the coconstruction of the Belt and Road Initiative,and the promotion of new business forms and models.Addressing a series of issues identified in the study,the paper further proposes several pathways:increasing national support for export credit insurance;drawing on the experiences of developed countries to develop a diversified export credit in-surance system;conducting diversified publicity to expand the enterprise coverage;and strengthening talent cultivation to improve risk management capabilities.These suggestions aim to better leverage export credit insurance in stabilizing and enhancing Xiamen's export trade.
