摘　　要：面向维护国家网络主权、安全和利益实现需求,剖析天地一体网络空间对现有防护机制体制的变革性影响和伴生、次生风险,探讨这一新型网络形态在几何结构、威胁属性、对抗规则和防御需求等方面的变革性安全影响。解构安全目标、明晰突破方向,研究提出以本质安全思想应对伴生风险、以主动防御思想应对次生风险的安全发展策略。为克服网络对抗内部和外在的随机性和不确定性因素,筑牢网络空间国防能力,保障国家核心安全,塑造网络强国提供领域技术见解。The integrated network is the“dominating point”of the cyberspace infrastructure and the“winning point”where information advantage is transformed into confrontation advantage.Facing the new attack threats and new complex challenges of the integrated network,the transformative impact of the integrated network on the existing protection mechanism and the associated and secondary risks are analyzed,the concept of network security and technical institutional security strategies are proposed,respond to the associated risks with the idea of essential security,and respond to the secondary risks with the idea of active defense,so as to provide technical insights in the field,build up the national defense capability in cyberspace,guarantee the national core security,and shape a strong network nation.
