摘  要:为解决国家安全应急人才短缺问题,须扩大开放教育安全应急人才培养规模,提升培养质量;通过梳理当前人才培养现状和趋势,提炼人才培养的关键要素,结合学科特点和开放教育特点,构建涵盖面向中低层岗位就业为主的安全人才培养目标、一平台三模块三协同二融合培养过程和三阶段培养质量评价为一体的开放教育安全应急人才培养模式;应用该模式指导北京开放大学安全技术与管理专业人才培养方案调整。实践结果表明,该模式有效带动了专业良好运行,人才培养获得社会认可。In order to solve the problem of shortage of national security emergency talents,it must expand the training scale of open education security emergency talents and improve the training quality;by combing the current status and trend of talent training,the key elements of talent training are summarized,and combining the characteristics of disciplines and open education,the open education safety emergency talent training model is constructed,which covers the training goal of security talent training mainly for middle and low level jobs,the training process of one platform,three modules,three collaboration,two integration,and three stages of training quality evaluation.The model is applied to guide the adjustment of security technology and management major talent training program in Beijing Open University.The results of practice show that this model effectively drives the good operation of the major,and talent training is recognized by society.
