摘　　要：2023年12月28日,国家能源局以2023年第8号公告批准发布《水电工程设计概算编制规定》(NB/T 11408-2023)等5项能源行业技术经济类标准,并于2024年6月28日起正式实施。本文简要对比分析2023版水电工程设计概算编制规定和费用标准与2013版调整变化之处,旨在为水电工程业主、设计、施工、监理等参建各方更好地使用新版编制规定和费用标准提供参考。On December 28,2023,the National Energy Administration approved and issued five technical and economic standards in the energy industry,including the“Preparation regulation for budgetary estimate at design stage of hydropower projects(NB/T 11408-2023)”through Announcement No.8 of 2023.These new standards are officially implemented starting from June 28,2024.This article provides a brief comparison of the adjustments and changes between the 2023 edition of the preparation regulation for budget ary estimate at design stage and the calculation basis for hydropower projects and the 2013 edition.The aim is to provide a reference for stakeholders involved in hydropower projects,including owners,designers,constructors,and supervisors,to better utilize the new edition of the regulations and calculation basis.
