摘 要:我国水利建设投资规模增长快、财政依赖度高,面临财政投入难以为继、价格机制传导不畅、经营属性不强以及融资难等困难。研究梳理新疆水利工程项目案例,将其投融资模式总结为政府与社会资本合作模式、预缴水费模式、工业供水自平衡模式、“投资人+施工总承包”模式四类,分析其运作机制特征,研究提出水利投融资需要政府与市场两手发力,建立市场化回报机制,并就提高水利项目可融资性给出建议。China's water conservancy construction investment scale is growing rapidly and has a high degree of financial dependence.It faces difficulties in sustaining financial investment,poor communication of price mechanisms,and weak operational attributes,making financing difficult.Research and review the case of water conservancy engineering projects in Xinjiang,summarizing their investment and financing models into four categories:government social capital cooperation model,prepayment water fee model,industrial water supply self balancing model,and"investor+construction general contracting"model and analyzing the characteristics of their operating mechanisms.The study proposes that water conservancy investment and financing require both government and market efforts.The core is to establish a market-oriented return mechanism,and to improve the financiability of water conservancy projects,provide three suggestions.
