摘 要:升迁是官僚系统人员流动的重要驱动力之一,也影响官僚队伍的行政效率和活力。清代官员难以进阶,造成官僚队伍的壅滞,这一现象在中低级官员中尤为严重。这种壅滞除人员出入不平衡所导致的人多缺少外,还有制度设计和路径规划的缺陷。在清代的不同时段内,官员壅滞表现的特点有所不同。早期尚可以用制度上的调整来疏通,中期后则表现出一种“壅滞且稳定”的状态,是官员激励制度失效的表现之一。Promotion is one of the important driving forces for the turnover of bureaucracy,and also affects the administrative efficiency and vitality of bureaucracy.Officials in the Qing Dynasty often encountered difficulties in advancing,which caused the stagnation of the bureaucratic ranks,especially in the middle and junior officials.The reason for this stagnation was not only the lack of personel caused by the imbalance of personnel access,but also the defects of the system design and the path planning.In different periods of the Qing Dynasty,the characteristics of official stagnation were different.In the early stage,it could be dredged by institutional adjustment,but in the middle and final stage,it showed a state of“stagnation and stability”,which was one of the manifestations of the failure of the official incentive system.
