我国区域型实验室建设成效与发展策略研究

摘　　要：区域型实验室建设是“十四五”时期各地方政府深入贯彻党的二十大精神、落实习近平总书记关于科技创新的重要论述的重要体现。当前,区域型实验室已成为我国地方战略科技力量的重要组成部分。通过调查研究,梳理总结出我国区域型实验室的建设现状,发现区域型实验室建设存在核心战略定位不清晰、资源配置机制不健全、评估考核体系不完善、管理制度执行不规范等问题。并基于构造的区域型实验室可持续发展的效益模型,提出了强化顶层设计、明确战略定位、优化建设布局、完善配套制度、健全运行模式等对策建议。The construction of regional laboratories is an important embodiment of the local governments′thorough implementation of the spirit of the 20th National Congress of the Communist Party of China and the important discourse of General Secretary Xi Jinping on scientific and technological innovation during the 14th Five-Year Plan period.At present,the regional laboratory has become an important part of China′s local strategic scientific and technological forces.Through investigation,research,analysis and summary,the construction status of regional laboratories in China,it is found that there are some problems in the construction of regional laboratories,such as unclear core strategic positioning,imperfect resource allocation mechanism,imperfect evaluation system,and irregular implementation of management system.Based on the benefit model of sustainable development of regional laboratory,the countermeasures and suggestions such as strengthening the top-level design,clarifying the strategic positioning,optimizing the construction layout,improving the supporting system and perfecting the operation mode were put forward.
