自主增能:经济开发区治理主体发展势能的生成逻辑——基于C开发区的长时段纵向案例研究

摘　　要：设立经济技术开发区是中国各级地方政府推动经济发展、探索制度创新的重要举措。既有研究充分讨论了开发区治理主体间权力关系,但较少关注开发区治理主体如何生成发展势能。本文基于政治经济学视角,构建“权力—要素—能动”解释框架,以C开发区长时段发展历程为例,探究开发区治理主体发展势能的生成逻辑。研究表明,开发区发展势能是空间权力结构、资源禀赋、组织能动性三元要素复合赋能的结果。空间权力配置、资源要素结构转型和组织能动性结构转换决定了开发区治理主体能动性。开发区治理主体采用混合治理权力与资源要素的结构增能、融合纵向分权与横向分责的制度增能、优化组织位阶与激励的人事增能策略,为开发区高水平制度创新和高质量经济发展塑造持续性动力。The establishment of economic and technological development zones(ETDZs)is an important initiative of local governments at all levels in China to promote economic development and explore institutional innovation.Some studies have extensively discussed the power relations among government entities,but less attention has been paid to how government entities generate development potential energy.Based on the political economy perspective,this study constructs a“power-factor-initiative”framework and takes the long-term development history of development zone C as an example to explore the logic of development potential energy generation of development zone governance units.The study shows that development potential energy is the result of the combined empowerment of spatial power structure,resource endowment and organizational initiative.Spatial power allocation,structural transformation of resource elements and organizational initiative determine the energy of governance entities.Governance entities adopt the structural empowerment strategy of mixing governance power and resources,the institutional empowerment strategy of integrating vertical decentralization and horizontal division of responsibilities,and the personnel empowerment strategy of optimizing organizational hierarchy and incentives,so as to create a sustainable impetus for the development zone’s high level of institutional innovation and high-quality economic development.
