基于多源流理论下双重老龄化社区增梯议程设置——以昆山市C老旧小区加装电梯为例

摘　　要：老旧小区加装电梯是城市更新中的重要一环。基于多源流理论对其构成要素进行理论框架梳理与现实性修正,构建符合具体情境的老旧小区增梯议程设置框架。以昆山市C老旧小区增梯议程设置为分析对象,从问题流、政策流、政治流、政策活动家4个维度分析增梯议程设置过程。应注意信息指标变化与政策反馈,倾听社情民意,建立长效政策反馈机制;针对“政策活动家”角色,应丰富其形式,扩展其内涵,积极组织引导其参与基层社会治理;发挥地方企业比较优势,走具有地域特色的旧改之路。Installing elevators in old residential areas is an important part of urban renewal.Based on the theory of multi-source flow,the theoretical framework and practical revision of its constituent elements are carried out to construct a framework for setting up an elevator increase agenda in old residential areas that is suitable for specific situations.Taking the agenda setting for the addition of elevators in an old residential area named C of Kunshan City as the analysis object,the process of agenda setting are analyzed from four dimensions:problem flow,policy flow,political flow,and policy activists.It is believed that attention should be paid to changes in information indicators and policy feedback,listening to social sentiment and public opinion,and establishing a long-term policy feedback mechanism.Regarding the role of“policy activists”,it is suggested to enrich their forms,expand their connotations,and actively organize and guide them to participate in grassroots social governance.Give full play to the comparative advantages of local enterprises and take the path of old renovation with regional characteristics.
