新疆国家认同教育立法的文本考察、问题分析与因应路径

摘　　要：运用法治化手段加强新疆国家认同教育是落实党的二十大精神,完整准确贯彻新时代党的治疆方略的重要举措,也是铸牢中华民族共同体意识的必然选择。当前,新疆国家认同教育立法存在体系化不足、部分条款可操作性弱以及实施效果考察机制缺位等问题,需从出台新疆国家认同教育专项立法、细化隐性立法规范、全面构建实施效果考察机制三方面着手,以推动新疆国家认同教育立法的发展完善,进而充分发挥立法的引领与推动作用,着力促进新疆社会稳定和长治久安总目标的实现。Strengthening national identity education in Xinjiang by means of the rule of law is an important measure to implement the spirit of the 20th CPC National Congress,to carry out the CPC 's Xinjiang governance strategy in a complete and accurate manner in the new era,and an inevitable choice for strengthening a strong sense of community for the Chinese nation.At present,Xinjiang national identity education legislation has problems such as insufficient systematization,weak operability of some provisions and the absence of implementation effect inspection mechanism.It is necessary to start from three aspects:issuing the special legislation of Xinjiang national identity education,refining the implicit legislation norms,and comprehensively constructing the implementation effect investigation mechanism to promote the development and improvement of national identity education legislation in Xinjiang,give full play to the leading and promoting role of legislation,and strive to promote the realization of the overall goal of social stability and long-term stability in Xinjiang.
