依法治疆视域下的“法治—文化”同构探究

摘　　要：做好新疆工作,要完整准确贯彻新时代党的治疆方略,牢牢扭住新疆工作总目标,依法治疆、团结稳疆、文化润疆、富民兴疆、长期建疆共同推进。在这个过程中,必须积极培育依法治疆的文化底蕴,即法治文化。这就关涉到“法治-文化”的同构建设问题。法治的精神需要文化的积淀。从新疆的社会实践来看,在法治轨道上推进新疆治理体系和治理能力现代化的同时,必须加强文化建设,特别是法治文化的建设,引导新疆各族群众崇尚法治、遵守法治和捍卫法治的文化建设就成为一个重要的时代课题。To fulfill the responsibility in Xinjiang in the new era,we must fully and accurately implement the Party's strategy for governing Xinjiang in the new era,firmly grasp the general objectives of Xinjiang,and jointly promote the rule of law in Xinjiang,unity and stability in Xinjiang,cultural development in Xinjiang,prosperity in Xinjiang,and long-term development in Xinjiang.In this process,we must actively cultivate the cultural foundation of the rule of law in Xinjiang,namely the rule of law culture.This is related to the construction of the same structure of “rule of law-culture”.The spirit of the rule of law needs cultural accumulation.From the perspective of Xinjiang's social practice,this requires that while promoting the modernization of Xinjiang's governance system and governance capacity on the rule of law track,we must strengthen cultural construction,especially the construction of the rule of law culture.The cultural construction of guiding the people of all ethnic groups in Xinjiang to advocate,abide by,and defend the rule of law has become an important topic of the times.
