城乡中国视角下农民住房保障路径优化研究——以浙江诸暨为例

摘　　要：住房是群众安身立命之所,保障农民居住权益关系国计民生。本文基于城乡中国的视角,在分析由乡土中国向城乡中国转型引发的农民住房需求分化基础上,剖析浙江诸暨围绕农民住房保障所开展的实践探索及其成效,提出城乡中国阶段农民住房保障的优化路径,进而为其他正处于城乡中国转型阶段的地区提供实践参考。研究发现:一是随着城乡中国转型,农民住房需求在原有宅基地分配需求的基础上增加了改善性住房、城乡间可进可退的住房保障、城乡衔接的住房保障等多元需求;二是浙江诸暨面对城乡中国转型所带来的农民住房需求分化,结合宅基地制度改革,通过优化宅基地分配、推行多户共建、建设农村保障房等方式,初步构建了适应城乡中国阶段的农民住房保障路径;三是各地可从完善农民居住权益实现方式、建立健全城乡融合的住房保障体系、构建宅基地市场化配置机制等方面着手,结合宅基地制度改革,持续优化农民住房保障路径。Housing is the fundamental place for people to live,and ensuring farmers’housing rights and interests is crucial for the national economy and the livelihood of the people.Based on the perspective of urban-rural China,this study examines the differentiation of farmers’housing demand triggered by the transition from rural China to urban-rural China.It further analyzes the practical exploration and achievements of farmers’housing security in Zhuji city,Zhejiang Province,and proposes optimization strategies for farmers’housing security path during the urban-rural China stage,aiming to provide policy references for other regions confronting such transformations.Study found that:First,with the transformation of urban-rural China,farmers’housing demands has increased from the single demand for homestead allocation to a variety of demands,including improved housing,housing security for free movement between urban and rural areas,and housing security of urban and rural integration.Second,faced with the differentiation of farmers’housing demand in the context of the transformation of urban-rural China,Zhuji city combines reform of the homestead system to optimize the rural housing security path.With measures such as optimized homestead allocation,promoted multi-household co-construction,and built rural affordable housing,Zhuji city has preliminary constructed a path of farmers’housing security that is adapted to the stage of urban-rural China.Third,combination with the reform of homestead system,local governments can optimize the path of farmers’housing security by optimizing the multiple ways of realizing farmers’housing rights and interests,establishing the housing security system of urban-rural integration,and constructing the market-oriented allocation mechanism of homesteads.
