基于AHP层次分析法的世行贷款项目绩效评价实践研究——以兰州文理学院为例

摘　　要：世行贷款项目绩效评价,对于项目实施效果及提高资金使用效率具有重要的意义。以兰州文理学院为例,运用AHP层次分析法构建绩效评价指标体系,将项目绩效分为多个层次和指标,包括相关性、效率、效果、可持续性。确定各指标权重,通过专家打分的方式收集数据并计算,最终对项目绩效进行综合评价。结果表明,项目实施取得了较好的成就,但项目管理、监督机制、审批程序需进一步完善。进而提出加强项目管理,优化审批程序,完善监督机制,积极筹措配套资金等策略,为我国世行贷款项目绩效评价提供实践参考。The performance evaluation of World Bank loan projects is of great significance to the implementation effect of the projects and the improvement of the efficiency of the use of funds.Taking Lanzhou University of Arts and Science as an example,this paper uses AHP to build a performance evaluation index system and divides project performance into multiple levels and indicators,including relevance,efficiency,effect and sustainability.The weight of each indicator is determined,data is collected and calculated by means of expert scoring,and the project performance is finally comprehensively evaluated.The results show that the implementation of the project has achieved a good achievement,but the project management,supervision mechanism and approval procedures need to be further improved.Then it puts forward the strategy of strengthening project management,optimizing approval procedure,perfecting supervision mechanism and actively raising supporting funds.It provides practical reference for the performance evaluation of World Bank loan projects in China.
