摘　　要：随着全球能源结构的转型和对环境保护的日益重视,液化天然气(LNG)作为一种清洁、高效的能源,受到越来越多的政府和企业的青睐。为了加快LNG产业的发展,各地纷纷投资兴建橇装LNG站。然而,橇装LNG站项目建设过程中存在项目审批、设计、施工、验收等环节的不规范操作,给企业带来诸多风险。因此,文章对油气田橇装LNG站项目建设“三同时”手续的管理进行研究,提出有效的管理方法,以提高项目建设质量、降低企业风险,对推动LNG产业的健康发展具有重要意义。With the transformation of the global energy structure and the increasing emphasis on environmental protection,liquefied natural gas(LNG),as a clean and efficient energy source,is favored by more and more governments and enterprises.In order to speed up the development of the LNG industry,various places have invested in the construction of skid-mounted LNG station.However,there are non-standard operation in the process of project approval,design,construction,acceptance and so on,which brings many risks to the enterprise.Therefore,this paper studies the management of“design,construction and production at the same time”procedure for the construction of skid-mounted LNG station projects in oil and gas fields,and puts forward effective management methods to improve project construction quality and reduce enterprise risks,which is of great significance to promote the healthy development of LNG industry.
