摘  要:近年来,美国供应链政策出现明显的安全化转向,美国政府以保护国家安全为名,出台政策扶持本土制造业,构建“去中国化”的国际供应链联盟。叙事作为一种选择性、连贯性的话语形式,有效解释了美国供应链政策安全化的社会建构过程。美国政府通过情境设置、角色塑造、情节设计、行动方案等精心编排的叙事话语,建构起关于美国供应链议题的“威胁”,给供应链这一经济议题贴上“安全标签”并引入政治议程,通过不公平竞争的叙事情节将中国塑造为“美国供应链安全的破坏者”,据此提出“去中国化”的供应链安全化政策。中国应揭露美国安全化叙事的逻辑谬误,构建去安全化的合作性叙事,加强叙事传播,扩大叙事效应,向国际社会真实、全面、客观地展示中国,以实际行动维护全球供应链的稳定。In recent years,the United States'supply chain policy has shown a clear securitization shift.In the name of protecting national security,the US government has introduced policies to support local manufacturing and build a"de-Sinicized"international supply chain alliance.Narrative,as a selective and coherent discourse form,effectively explains the social construction process of the securitization of the US supply chain policy.Through carefully arranged narrative discourses such as situation setting,character creati on,plot design,and action plans,the US government constructs the"threat"to its supply chain,labels the economic issue of supply chain with a"security label"and introduces the supply chain issue to the political agenda.Through the narrative plot of unfair competition,China is portrayed as a"destroyer of US supply chain security",and a"de-Sinicized"supply chain securitization policy is proposed.China should expose the logical fallacies of this narrative,build a cooperative narrative of de-securitization,strengthen narrative dissemination,expand the narrative effect,present China to the international community in a true,comprehensive,and objective way,and maintain the stability of the global supply chain with practical actions.
