摘　　要：改革开放是决定当代中国命运、大踏步赶上时代的关键一招,更是推进中国式现代化、实现中华民族伟大复兴的关键一招。新形势下,面对国际国内诸多历史性挑战,只有坚定不移全面深化改革开放、建立现代化经济体系,才能破除体制机制障碍,激发经济发展新动能,延续经济增长与追赶势头,为中国式现代化建设提供充满生机活力的制度保障。进一步全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化。建立支撑建设社会主义现代化强国的高水平社会主义市场经济体制,亟须聚焦基本经济制度、高标准市场体系、政府和市场关系、科技创新体制、数字经济发展机制、高水平开放型经济体制、共同富裕实现机制、城乡融合与乡村振兴体制八大重点领域,推动体制机制创新。在进一步全面深化改革中,寻求改革、发展与稳定之间的平衡,处理好政治与经济、增长与收缩、秩序和活力、体制转型与风险防范、发展和安全、中国和世界六大关系。Reform and opening-up is a key move to determine the fate of contemporary China and catch up with the times.It is also a key move to promote Chinese path to modernization and realize the great rejuvenation of the Chinese nation.Under the new situation,in the face of many historic challenges at home and abroad,only by unswervingly deepening reform and opening-up in an all-round way and establishing a modern economic system can we remove institutional and mechanism barriers,stimulate new drivers of economic development,continue the momentum of economic growth and catch up,and provide a dynamic institutional guarantee for the realization of Chinese path to modernization.The overall goal of further comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics,and promote the modernization of the national governance system and governance capacity.To establish a high-level socialist market economy system that supports the construction of a socialist modernized strong country,it is urgent to focus on the eight key areas:basic economic system,high standard market system,government market relationship,science and technology innovation system,digital economy development mechanism,high-level open economic system,common prosperity realization mechanism,urban-rural integration and rural revitalization system,and promote institutional and mechanism innovation.In the further comprehensive deepening of reform,we seek a balance between reform,development,and stability,and handle the six major relationships between politics and economy,growth and contraction,order and vitality,institutional transformation and risk prevention,development and security,and China and the world well.
