我国地理空间数据资源开放现状、问题与对策研究

摘　　要：研究地理空间数据开放情况,有利于我国政府地理空间数据开放工作的全面开展,有利于促进地理空间数据价值的释放与利用。以20个地方政府数据开放平台为调查对象,对平台所发布的有关地理空间数据的内容进行搜集、整理和分析,从数据集数量、数据集主题分类、数据时效性、数据可获取性、数据集格式、元数据格式等方面进行综合评估。研究发现,目前我国地理空间数据的分类、发布和共享都还处于初级阶段,我国地方政府数据开放平台存在数据集分类混乱且数量较少、部分文件缺少数据接口、数据集更新频率较低、数据获取流程繁琐、元数据建设不完善等问题。基于此,提出相应的对策和解决方案,以期为我国地理空间领域的数据开放共享提供参考。By studying the openness of geospatial related data,it helps to promote the openness of geospatial data of our government and helps to release and utilize the value of geospatial data.This paper takes 20 local government data open platforms as examples,collects,organizes and analyzes the contents about geospatial data released by the platforms,and makes a comprehensive assessment in several aspects such as the number of datasets,subject classification of datasets,data timeliness,data accessibility,format of datasets and metadata format.At present,the classification,publication and sharing of geospatial data in China are still in the primary stage.It is found that there are problems such as confusing classification and small number of datasets,lack of data interface in some files,low frequency of dataset update,cumbersome data acquisition process and imperfect metadata construction in the local government platform in China.In view of the problems in the current geospatial data opening work,corresponding countermeasures and suggestions are given in order to provide reference for data opening and sharing in the geospatial field in China.
