摘 要:当建设项目取水水源为跨行政区的边界水库地表水时,经常存在分水方案不明确或方案较简洁不便于水库实际运用及水源论证等情况,致使取水水源论证变得尤为复杂和困难。该研究案例遵循流域上下游公平享有水资源使用权等原则,以水库可供水量为基本控制条件,通过供用水分析计算,统筹考虑历史分水状况及现实用水实际,得到不同保证率下的边界水库水量分配方案。经论证,研究所得的取水水量在剩余可分配水量之内,取水需求可以得到满足。When the water source for the construction project is the surface water of the boundary reservoir across administrative regions,there are often situations where the water diversion plan is unclear or the plan is concise,which is not conducive to the actual use of the reservoir and water source verification,making the water source verification particularly complex and difficult.This research case follows the principles of fair access to water resources in the upstream and downstream of the watershed,and takes the available water supply of the reservoir as the basic control condition.Through water supply analysis and calculation,historical water distribution status and current water use reality are comprehensively considered,and boundary reservoir water distribution schemes under different guarantee rates are obtained.After verification,the water intake obtained from the study is within the remaining distributable water volume,and the water intake demand can be satisfied.
