中国农村改革试点的运行过程与逻辑理路——一个“试验区系统”的解释框架

摘　　要：在中国共产党接续历史奋斗过程中“抓好试点对改革全局意义重大”,为更好地掌握和运用新时代改革试点方法论,搭建一个中国农村改革试验区系统的解释框架,考察农业农村政策与改革工作案例样本,可以发掘中国农村改革试点的运行逻辑。研究发现,农村改革试验区是衔接国家与社会的一个系统场域,在接收到中央意向性设计与全过程跟踪的“环境压力”后,其内部聚焦“传动系统—驱动系统”实质运转,在可自由裁量空间内落实拓展试验任务,以输出创新、集成性典型案例,并经过反馈链循环再作进一步信息转换,从而推动地方经验跃升为国家政策。由此归纳出我国持续深入开展农村改革的试点运作逻辑,即在强有力的中国共产党引领下,始终站位国家顶层进行决策设计是全面深化改革的战略前提;构建系统而协同的纵向组织体系是全面深化改革的内生性支点;在中央注意力分配下进行知识生产是全面深化改革的核心议题;吸纳典型和辐射带动是全面深化改革的任务旨归,在这一过程中,农村改革试点行动走向顶层设计与实践探索良性互动的新常态。In the process of the Communist Party of China’s continuing historical struggle,“doing well in the pilot program is of great significance for the overall reform”.In order to better grasp and apply the methodology of the reform pilot program in the new era,an explanation framework for the system of China’s rural reform pilot areas is constructed to examine the sample cases of agricultural and rural poli‐cies and reform,which can explore the operational logic of China’s rural reform pilot program.Research has found that the rural reform pilot zone is a systematic field connecting the state and society.After re‐ceiving the“environmental pressure”from the central government’s intentional design and full process tracking,its internal focus is on the substantive operation of the“transmission system drive system”.Within discretionary space,it implements and expands experimental tasks,outputs innovative,inte‐grated typical cases,and further transforms information through feedback loops,promoting local experi‐ences to become national policies.As a result,we can conclude the operation logic of the pilot program in China’s continuous and in-depth rural reform:under the guidance of CPC,it is the strategic premise of comprehensively deepening reform to always stand at the top of the country for decision-making de‐sign;building a systematic and coordinated vertical organizational system is the endogenous fulcrum for comprehensively deepening reforms;knowledge production under the entral attention allocation is the core issue of comprehensively deepening reform;absorbing typical cases and radiating driving forces is the ultimate goal of comprehensively deepening reform.In this process,the pilot action of rural reform is moving towards a new normal of benign interaction between top-level design and practical exploration.
