摘  要:作为存量规划背景下开展社区治理工作的重要路径,社区渐进式更新在实施过程中往往面临动力不足、阻力过多的问题。引入产权理论可以深化对于社区更新中空间关系与主体关系的认知,解释社区更新从启动到实施过程中的困境。文章结合南京市小西湖街区渐进式更新的实践探索,表明社区更新中对产权界定、整合与管理的制度创新能够有效地处理复杂的空间和主体关系。在此基础上,提出厘清产权的空间与功能边界、优化协商规模与规则、创建柔性规划管理制度等社区更新制度优化策略,以期推动城市更新行动的可持续发展。As an important means to carry out community governance in the context of stock planning,the progressive renewal of community often faces the problems of insufficient motivation and excessive resistance in the process of implementation.The introduction of property rights theory can deepen the understanding of spatial relationships and subject relationships in community renewal and explain the dilemmas in the process of community renewal from inception to implementation.Combined with the practice and exploration of the progressive renewal of Xiaoxihu block in Nanjing,it shows that the institutional innovation of property right definition,integration and management in the community renewal can effectively address the complex space and subject relationship.On this basis,the optimization strategies of community renewal system,such as clarifying the spatial and functional boundary of property rights,optimizing negotiation scale and rules,and creating a fiexible planning management system,are proposed to promote the sustainable developmentofurban renewal action.
