新时代党建引领激活乡村治理活力研究——基于全国第六届基层党建创新典型案例的分析

摘　　要：党建引领激活乡村治理活力已成为新时代国家基层社会治理的重要议题。基于活力论视角,以全国第六届基层党建创新典型案例为研究对象,回答何种具体的运作机制能使党建引领激活乡村治理活力的问题。研究发现,党建引领激活乡村治理活力主要表现在多元主体合作与治理效能提升两个层面,相应的运作机制包括以搭建空间平台来激活乡村治理主体活力的场域再造机制、以打通边界障碍来激活乡村治理资源活力的资本整合机制以及以强化社区参与来激活乡村治理内生活力的惯习重塑机制,三大机制相互作用,共同形成对于党建引领激活乡村治理活力运作机制的立体认知。同时,机制的运行也需要具备一系列条件要素,包括外部层面的问题倒逼与政治推动,内部层面的主体协同与资源整合以及工具层面的技术赋能与制度保障。The study is referring to discusses“Party Building Leading the Activation of Rural Governance Vitality”as a significant topic of national grassroots social governance in the new era.It uses the sixth national grassroots Party building innovation cases as a research subject,aiming to understand how Party building activates rural governance vitality through specific operational mechanisms.The research discovers that Party building activates rural governance vitality mainly by facilitating cooperation among multiple entities and enhancing governance efficiency.This process involves creating spatial platforms to energize governance entities,integrating capital to overcome boundary barriers,and remolding customs to strengthen community participation.These mechanisms work together to form a comprehensive understanding of the operational mechanisms under Party leadership.Additionally,the effective operation of these mechanisms relies on a combination of external challenges and political drive,internal coordination and resource integration,as well as technological empowerment and institutional support at the tool level.This leads to the activation of vitality in rural governance under Party leadership.
