关于新一轮淮河流域防洪规划修编有关问题的思考

摘　　要：2009年国务院批复《淮河流域防洪规划》以来,通过加快实施治淮19项骨干工程、全力推进进一步治淮38项工程等建设,基本建立了与全面建成小康社会相适应的防洪除涝减灾体系,为流域经济社会发展、人民幸福安康提供了有力的防洪安全保障。当前,对标对表全面建设社会主义现代化国家和新阶段水利高质量发展要求,流域防洪减灾体系还存在一些突出问题和薄弱环节。重点围绕淮河中游分级设防及河道整治、淮河入江水道中下段扩大、洪泽湖周边滞洪区分区调整、沂沭泗河洪水东调南下提标等新一轮防洪规划修编难点热点问题,研究解决思路和治理方案,以期为新阶段淮河防洪治理提供有益参考。Since the Huaihe River Basin Flood Control Plan was approved by the State Council in 2009,by speeding up the implementation of 19 key projects to manage the Huaihe River and fully promoting the construction of 38 projects to further manage the Huaihe River,a system for flood control and disaster reduction adapted to the building of a moderately prosperous society in all respects has been basically established.It provides a powerful flood control security guarantee for the economic and social development of the basin and the happiness and well-being of the people.At present,there are still some prominent problems and weak links in the river basin flood control and disaster reduction system in accordance with the requirements of comprehensively building a socialist modern country and the high-quality development of water conservancy in the new stage.Focus on the difficulties and hot issues such as middle reaches of the Huaihe river level fortification and river regulation,the middle and lower sections of the Huaihe River waterway expanding,adjustment of flood detention zones around the Hongze Lake,Yishuxi River flood water transfer from east to south to raise the standard.Studies the solution and control plan,in order to provide useful reference for the flood control of Huaihe River in the new stage.
