跨境社交网络犯罪治理下的国际网络安全维护手段合作问题

摘　　要：随着信息社会的崛起和全球化的日益深入,信息技术和远程通信技术被广泛应用于经济、社会以及政治事务等各方面,日新月异的信息化运作模式更使网络犯罪呈现空前的隐蔽性和跨国性,因此,网络安全维护手段亟待升级。文章深入探讨了跨境社交网络犯罪的现状,并具体分析X社交平台上的黑灰产业运作机制,揭示其犯罪模式及存在的法律问题并探究了国际社会在打击跨境社交网络犯罪中的合作程度和效果。结果表明,X社交平台上的黑灰产业在国际范围内呈现高度复杂性,使得打击跨境社交网络犯罪的工作难度上升。基于此,文章提出了相应的国际合作机制构建策略,以加大对跨境社交网络犯罪的打击力度,与国际社会携手共建和平、安全、开放、合作的网络空间。With the advent of the information society and the deepening of globalization,information technology and remote communication technology are extensively used in economical,societal,and political affairs.The ever-changing information operation mode has made cybercrimes unprecedentedly covert and transnational.Therefore,the means of maintaining network security urgently need to be upgraded.Against this backdrop,the article delves into the current status of the operational mechanism of the black and gray industry on X social platform,in order to reveals its crime patterns and explores the effectiveness of international cooperation in combating cross-border social network crimes.The results indicate that the black and gray industries on X social platform are highly complex on an international scale,making it increasingly difficult to combat such crimes.In light of this,corresponding strategies are put forward for constructing international cooperation mechanisms to crackdown on cross-border social network crimes and work together with the international community to build a peaceful,secure,open,and cooperative cyberspace.
