供需视角下的深圳创新型产业空间政策评价及优化建议

摘　　要：创新型产业空间政策能否适配创新主体多元的空间需求、形成空间有效供给,已成为城市创新转型发展的关键议题。以较早开展创新型产业空间政策实践的深圳为研究对象,构建基于供给与需求两大视角的分析框架,通过政策梳理、定性分析和定量研究等方法,对深圳近10年的政策实施过程进行分析评价。研究发现,政策演进经历了先放后收、及时转向的阶段,由此形成供给侧的规模波动显著、区位供给适配和功能结构失衡3大特征,而在需求侧则借助“房地并举”的差异化政策,较好地匹配了不同生命周期企业的空间需求,有效支撑起深圳特色的“雨林式”创新生态,同时兼顾了不同类型创新型人群的职住均衡需求,进一步识别和总结部分典型项目区域的供需匹配特征,并基于供需视角提出政策优化建议,以期为各地不断优化和调整创新型产业空间政策体系提供参考。Whether the innovative industrial space policy can adapt to the diverse spatial needs of innovative subjects and form effective spatial supply has become a key issue for the innovative transformation and development of cities.Taking Shenzhen,which started the practice of innovative industrial space policy earlier,as the research object,an analytical framework based on the two perspectives of supply and demand is constructed,and Shenzhen's policy implementation process over the past decade is analyzed and evaluated through the methods of policy sorting,qualitative analysis and quantitative research.The study finds that the policy evolution has gone through three stages:from loose to tight and then to adjustment,thus forming three major characteristics on the supply side(significant fluctuations in scale,adaptive location supply and unbalanced functional structure).On the demand side,with the help of differentiated policies integrating housing and land,the spatial needs of enterprises at different life cycle stages are well matched,which effectively supports Shenzhen's characteristic"rainforest-style"innovation ecosystem,and also balances the living and working needs of different types of innovation talents.The practical experience of precise matching of innovative industrial space supply and demand is further summarized,in order to provide references for other local governments to continuously optimize and adjust the innovative industrial space policy system.
