基于“一带一路”的外文文献资源保障体系构建探析——以全国外语院校图书馆联盟为例

摘　　要：“一带一路”进入高质量建设新阶段,给外文文献资源保障体系的构建提出了新要求。在梳理全国外语院校图书馆联盟建设现状的基础上,分析了北京外国语大学、上海外国语大学等8所联盟成员馆外文文献资源保障方面的内部优势,即外文、多语种文献资源丰富;存在的内部劣势,即收藏语种结构欠佳、学科收藏比例失衡;迎来的外部机遇,即“一带一路”、区域国别学、人工智能影响深远;面临的外部挑战,即文献载体形式和资源建设模式改变。基于此,从完善联盟门户网站、构建外文文献共建共享体系、搭建外文文献发现平台、加强智库建设、提升外文文献保障率等角度提出了全国外语院校图书馆联盟外文文献资源保障体系的构建途径,以期为新时代“一带一路”条件下外文文献资源保障体系的构建提供参考。The Belt and Road Initiative has entered a new stage of high-quality construction,which puts forward new requirements for the construction of foreign language literature resource guarantee system.On the basis of sorting out the current construction of the Foreign Language University Library Alliance,this article analyzes the internal advantages of the eight member libraries of the Alliance,including Beijing Foreign Studies University and Shanghai International Studies University,in guaranteeing the foreign language literature resources,that is,the richness of foreign language and multilingual literature resources;the internal disadvantages existed,such as the inadequate structures of the collection of languages and the imbalance in the proportion of the collection of disciplines;and the external opportunities ushered in,namely the Belt and Road Initiative,Area and Country Studies,and artificial intelligence,which have far-reaching impacts;and the external challenges faced by changes in the form of literature carriers and the mode of resource construction.Based on this,the construction of the foreign language literature resource guarantee system of the Foreign Language University Library Alliance is proposed from the perspectives of perfecting the Alliance portal website,establishing a co-construction and sharing system for foreign language literature resources,building a foreign language literature resources discovery platform,strengthening the construction of think tanks,and enhancing the guarantee rate of foreign language literature resources,etc.,so as to provide a reference for the construction of the foreign language literature resource guarantee system under the conditions of the Belt and Road Initiative in the new era.
