摘　　要：大学要实现有效治理,走向善治,需要从治理体系和治理能力两个基本维度出发,也就是要建立现代化的治理体系与治理能力。但大学治理体系的大幅度结构调整并无必要,因而大学有效治理的主要着力点在于增强治理能力。从当下我国大学治理的实践来看,大学治理能力即各利益相关主体的治理能力相对不足,不仅限制了治理体系的功能发挥,致使体制优势难以充分体现,更直接限制了大学的深化改革和创新发展,这就亟需从大学治理多元主体的治理能力出发探讨如何提升关键治理主体的治理能力。因此,从专业化视角来提高大学治理主体尤其是关键治理主体的治理能力是我国高等教育治理走向现代化、推进高等教育高质量发展的重要向度。In order to realize effective governance and move towards good governance,universities need to start from two basic dimensions of governance system and governance capacity,that is,to establish a modern governance system and governance capacity.However,in the current environment of higher education management system,the university governance system has been relatively stable,or the possibility of large structural adjustment of the governance system is small,so the main focus of effective governance of universities is to enhance governance capacity.From the current practice of university governance in China,the relative limitation of university governance capacity,that is,the governance capacity of various related subjects,not only limits the function of the governance system,making it difficult to fully reflect the advantages of the system,but also directly limits the deepening reform and innovative development of universities.Based on this,this study starts from the governance capacity of multiple subjects in university governance,and discusses how to build the capacity of key governance subjects.In the modern system,specialization is an important component.The significance of Specialization lies in the fact that the governance subject exerts its power in a professional standard and professional way to ensure the effectiveness of governance.Therefore,to improve the professional governance capacity of university governance subjects,especially key governance subjects,is an important direction for the modernization of higher education governance in China and the promotion of high-quality development of higher education.
